The Level Up, Cheshire and Merseyside, Young People and Families Lead Provider Collaborative, hosted their first Transformation Event of the year on Wednesday 3 June 2026, bringing together experts by experience, clinicians and commissioners to discuss and align next year’s priorities to ensure seamless, high-quality care for children and young people with complex needs.
The event featured contributions from Tim Welch, Chief Executive of Cheshire and Wirral Partnership NHS Foundation Trust, Dr Fiona Pender, Consultant Psychologist and Clinical Advisor for Level Up LPC, and members of the Level Up expert by experience forum, as well as practitioners and commissioners from Cheshire and Merseyside.

Early reflections from the launch of Sapphire Ward, the Integrated Eating Disorder Service, highlighting progress in reducing inpatient admissions.

The role of digital CNEST in enabling seamless care

Ancora Care pre-report insights which indicate improvement in multidisciplinary working and pathway integration across agencies.
Workshops allowed for shared learning and engagement across teams highlighting strategic objectives for the upcoming year to support the delivery of high-quality care for children and young people.
A big thank you is needed for Level Up’s Experts by Experience as they shared their valued input on topics such as transitions in an out of Tier 4, enabling discussions for services implementing new approaches in the near future, to improve seamless care throughout the pathway.
The event closed with Tim Welch reiterating Level Up’s continuous commitment in championing evidence-based improvement with system wide collaboration with the insight of young people being central in focus.
