It supports practitioners, multi‑agency teams and system leaders to work from a shared picture of risk, need and context, helping local areas respond earlier, plan more effectively and reduce avoidable escalation. The benefits can be seen at clinical, operational and strategic levels. It is used across Cheshire and Merseyside as part of a wider system that includes Gateway Meetings and home-based Tier 4 alternatives.
What CNEST is not
- A clinical risk assessment tool. CNEST does not replace clinical judgement or formal risk processes.
- A referral mechanism to CYP Mental Health Services (CYPMHS). Completing CNEST does not automatically trigger a CYPMHS referral.
- A standalone solution. It is a needs‑stratification tool that highlights health and care needs; practitioners must still act on those needs.
Expectations for practitioners
To use CNEST effectively, social care colleagues must:
- Complete CNEST training before using the tool.
- Follow their own internal escalation pathways once needs are identified.
- Use CNEST as part of ongoingcare planning, not as a one‑off or crisis‑only activity.
- Escalate through local processes first, then where appropriate use the Cheshire and Merseyside high‑level escalation route.
Roles Within Cheshire and Merseyside Local Authorities
Identify which practitioners should be trained and ensure CNEST is embedded in local processes.
Complete training, CNEST appropriately, and follow internal escalation pathways.
Trained practitioners who promote best practice, support colleagues, and model consistent use of CNEST.
